Technical release notes 3.1.4

• Django version must now be 1.4.x
• There was a bug that was only apparent in IE in the installation overview. Json queries for parts af the overview tree were being cached in IE. This has now been corrected.
• Two fields were added to better document LOPA, so this version needs a database schema migration.
